Jakarta Pool League 2010

Bar Membership Rules

This cover letter is for bar owners and their representatives only.

The Jakarta Pool League was originally established as a marketing plan to encourage more expats to come to our bars on a Wednesday evening, a traditionally slow night. By players moving between bars, it gives the bars an opportunity to promote their bar to new potential customers. This marketing idea has not changed and will not change. It has proved successful. The JPL is a bar owners league, run for the benefit of bars and for the enjoyment of players.

We now have several more bars applying to join the league and several existing members that seem to cause problems each year by ignoring the rules set by the leagues committee. This has caused us to set out the minimum standards required by bars and its players to play in this league and to ensure that we fulfill our commitments to our sponsors.

We hope that you will support the league by maintaining the new standards.

Minimum Qualifying Standards

  1. All players MUST wear a correct team shirt during the match, applicable from the first week of play. This includes the Heineken and JPL logos on the shirt. The shirts should not have any other logos or branding except for the bar logo. Failure to wear a correct shirt will result in a forfeit of points for that player and (at the discretion of the bar) refusal to offer discounted drink prices. The reason for this rule is to ensure that our sponsor is correctly advertised by all players as agreed in the sponsorship agreement. Bar owners should encourage all of your players to wear your team shirt throughout the evening to promote your bar and its sponsors rather than just for their individual match.
  2. All bars MUST ensure that the table is suitable to play a competitive match on. Whilst some bars do not have the space for a 9ft table, the table should have a good quality clean cloth, good cushions and correct equipment. The white ball must be the same size as the colored balls. Constant complaints about a table from players will result in that bar being placed on a list of potential bars that will not be invited to enter a team in the next league.
  3. The JPL does not encourage bars to entice players to play for their teams by paying or compensating them with money or other offers. The committee will issue a list of recognized players that are in the Indonesian national squad or currently undergoing regional or national training 1 week prior to the start of the league. These players are not eligible to play. Any players that are confirmed as being paid to play in the league (money or ‘expenses’) will forfeit all points gained and they will be given to the opponent. That bar will be placed on the list as above.

Bar Captain Rules

This cover letter is for team captains.

The Jakarta Pool League is a competitive but fun league. There is no prize money to be won, only trophies and bragging rights. We heavily rely on you as a captain to ensure fair play and good sporting standards and for you to help the visitors to your bar to enjoy good competition. As a captain, we expect you to follow the ethics of good sportsmanship and to know and abide by the rules set out by the league.

Minimum Standards for Captains

1.    All players MUST wear a correct team shirt during the match, applicable from the first week of play. This includes the Heineken and JPL logos on the shirt. Failure to wear a correct shirt will result in a forfeit of points for that player and (at the discretion of the bar) refusal to offer discounted drink prices. The reason for this rule is to ensure that our sponsor is correctly advertised by all players as agreed in the sponsorship agreement. Captains should encourage all of your players to wear your team shirt throughout the evening to promote your bar and its sponsors rather than just for their individual match. If a player does not want to wear a shirt during the night’s competition, don’t invite the player to represent your team.

2.   All Captains should read and understand the rules of pool as set out below as well as the rules of play set out by the league. Disputes caused by players and captains not knowing the rules are our biggest complaint and therefore we urge you to study the rules and to keep a copy handy during matches. In the event of a problem arising that cannot be resolved amicably between captains, telephone one of the league referees immediately for a ruling. Please choose a referee from your team who knows the rules and is not too drunk to referee correctly (this often causes problems). You are the captain and this is your responsibility.

3.   The JPL does not encourage bars or captains to entice players to play for their teams by paying or compensating them with money or other offers. The committee will issue a list of recognized players that are in the Indonesian national squad 2 weeks prior to the start of the league. These players are not eligible to play. Any players that are confirmed as being paid to play in the league (money or ‘expenses’) will forfeit all points gained and they will be given to the opponent.

4.   Unsportsmanlike behavior or cheating by players will not be tolerated. Captains need to be aware and to control your players and ensure that they abide by the rules. The main areas are, calling out during a match to help or hinder a player, falsely playing a player under another players name, aggressive behavior or deliberately not calling or trying to get away with a known foul. Captains or players caught cheating or using unsportsmanlike behavior will be banned from the league. Try to keep this as good fun. If you are a victim of this type of behavior, please report it.

5.    As a captain it is your role to choose the teams line up for the match. If your players are all present at the time of the team sheet exchange, you may line up your players how you wish. However, if they are not present, you must play those present first and add late comers as they arrive to the next available match on the list. If you submitted a team sheet and at the time your player is due to play they have not arrived, it is the opposition captains right to choose to either allow you to skip to the next match or to wait 10 minutes for your player to arrive before calling forfeit and you losing the match 2-0. See section 3 for full rules

6.   Communication between the league and its captains is extremely important. Similarly, captains need to communicate on the night of a match if there is a potential problem. We will issue you with a list of important numbers and other captains’ numbers. Please ensure that you provide a valid number and email for you and your vice captain. If we issue a change to any rule or make a ruling you need to be aware of and you miss it because we cannot communicate with you, then you may fall foul of the rule and not knowing about it is no excuse. You will suffer whatever penalty goes along with it. Stay updated.

7.   Throughout the season, a list will be compiled of teams and players who regularly ignore the rules or deliberately cheat. As we now have more bars wishing to join the league, offenders will find that they are not invited to play in the next league and that repeat offenders may be banned during this one. If as the captain you do not wish to write any problems or offences on the score sheet (to prevent further problems on the night), please email your complaint or report to David Wheelhouse on david_w@rad.net.id

2010 Jakarta International Pool League Format

Introduction

The International Pool League is open to all expats resident in Jakarta.  International teams can have International players (male or female). Ladies team is only for ladies. However, Expat female players can place themselves in either group, but may not change during the season.  This season Expat and Ladies teams’ points will be combined, not separated.

The game is Eight-ball.  Teams are divided into conferences.  In the initial, round robin round of play, each team will play every other team in its conference twice, once home and once away.  This season, there might be a inter-conference game during the first round for certain conferences. The top 16 teams will be seeded into a playoffs based on their record at the end of the round robin play, which will then be the decider for teams to enter Group A or B.

Team Ranking will be same as last season:  Teams winning a night's matches (i.e. 9 or more racks) will score 3 team points.  Teams drawing will score 1; teams winning less than 8 racks will score 0 team points.  Seeding for the playoffs will be based on team points first, then total racks won second.
